use App\Http\Controllers\PostsController;

Target class [UserController] does not exist.

Note: don't forget to import (use) your controller in the routes(web.php) file at the top. Like:
use App\Http\Controllers\PagesController;

Route::get('/',[PagesController::class, 'index']);
