You cannot just pip install python3 because it is not a library.
If you want to install the latest python3:
https://www.python.org/ftp/python/3.8.2/python-3.8.2.exewhere does pip install packages
/usr/local/lib/python2.7/dist-packages/useful python libraries via pip
pip install package-name
#OR TRY :
pip3 install package-name
#FOR SOME REASONS THAT DOES NOT WORK , TRY USING 'python -m pip install package-name' OR "python3 -m pip install package-name"
#IF THAT DOESN'T WORK EITHER, TRY USING :
