where clause vs having sql

The difference between the having and
where clause in SQL is that the where
clause cannot be used with aggregates(max, min,count,avg,sum)
, but the having clause can.

what is having clause in sql

HAVING clause in SQL is used to
filter records in combination
with the GROUP BY clause. It is
different from WHERE, since 
WHERE clause cannot filter 
aggregated records. HAVING is a column
operation.

Select department_id, Min (Salary)
From Employees
Group By Department_id
Having MIN (salary) < 3500;
