tf.ConfigProto by tf.compat.v1.ConfigProto
In fact, the compatibility built in 2.0 to get tf 1.: tf.compat.v1 is really helpful.

I have solved this issue by downgrading the version of Tensorflow.
Earlier I was using Tensorflow version 1.14.0.
I installed Tensorflow version 1.13.2 and It solved my error.
